State Planning Approval

Captains Mountain Wind Farm Pty Ltd is progressing through Queensland’s wind farm development approval process under the Planning Act 2016. Following recent updates to the state’s assessment framework, all wind farm applications lodged are now subject to an impact assessment, requiring comprehensive environmental studies, broader consideration of social and economic impacts, and enhanced community consultation.

The project recently achieved a key milestone with the approval of a Regional Planning Determination (RPD). This confirms that the proposed vegetation clearing for wind farm infrastructure complies with Queensland’s regulations for responsible land use and environmental protection.

With the RPD approved, the next step is to lodge the full Development Application, ensuring compliance with all relevant assessment benchmarks under the Planning Act 2016. The assessment will be coordinated by the State Assessment and Referral Agency (SARA), with input from multiple state departments and regulators. An independent, suitably qualified environmental consultant is preparing the Development Application to address all statutory requirements and reflect feedback received through ongoing stakeholder engagement.

Federal EPBC Approval

Captains Mountain Wind Farm has referred the proposed development to the Australian Government Department of Climate Change, Energy, the Environment and Water (DCCEEW) under the Environment Protection and Biodiversity Conservation (EPBC) Act. As anticipated, the project has been deemed a ‘controlled action’, which means it will proceed through a formal environmental assessment process, including the preparation of a Public Environment Report (PER).

Detailed biodiversity studies are being conducted to ensure that potential impacts on key fauna and flora species and ecological communities are carefully considered and addressed.
